For things to get done in the government, the people who are doing them must have the trust of the general public. If they do not have that trust, then it becomes incredibly difficult to get the more controversial bills and initiatives passed.
The best example of this is President Obama and the giant boondoggle that is the healthcare bill.
A president needs his popularity needs his popularity to be able to properly use the bully pulpit of the presidency. Of course, said bully pulpit gets less effective if one uses it too often.
“Hubba, hubba, hubba, who does the American people trust?” Well, certainly, it is not the President.
